FAIRFIELD PARK RESIDENTS ASSOCIATION
 
Fairfield Park Residents Association (FPRA) was originally formed in March 2006. To date (November ’07), the group is a voluntary organisation where membership is open to all residents living on Fairfield Park (excluding the Hall). The current aims of the Association are :

Fairfield Redevelopments Ltd (FRL) is a subsidiary of Stamford Homes, created to oversee the entire development at Fairfield Park. 
Stevens Scanlan was employed in March 2006 by FRL, to take charge of the growing day-to-day management responsibilities on the park, plus the collection and expenditure of the resident’s service charge. At present the remit of Stevens Scanlan is limited to the maintenance of the public rights of way, road entrances to the park and the garden of remembrance. Steven Scanlan have however been consistently going beyond their remit to act as an intermediary between FPRA and FRL.
Developers are heavily present and as well as being responsible for ensuring safe site working practices while building, they are still responsible for the maintenance of any communal areas/roadways on the completed parts of the development, (until each is officially handed over to Stevens Scanlan).
Mid Beds District Council is responsible for managing each planning application for Fairfield Park and enforcing planning regulations.
 
As the development nears completion, projected to be in 2008-09, the Residents Association will change to a Limited Company and take ownership of the collection and expenditure of the resident’s service charge (aka the Variable Rentcharge). 
 
In addition to taking responsibility of the service charge, the Association will also take the role of enforcing the restrictive covenants as set out in the conveyancing for each property on the park.

FAIRFIELD PARK RESIDENTS ASSOCIATION:

CONSTITUTION AND RULES

1.

NAME

The Association which shall be non-political and non-sectarian in policy, shall be named the Fairfield Park Residents' Association (“the Association”).

 

2.

OBJECTS

The objects of the Association are as follows


2.1   To preserve and improve the environment and amenities of Fairfield Park.
2.2   To foster and encourage the growth of community spirit among the residents of Fairfield Park.

 

3.

MEMBERSHIP

Membership shall be open to all residents of Fairfield Park.

 

4.

OFFICERS

The Officers of the Association shall consist of a Chair, Vice Chair, Secretary and Treasurer.

 

5.

COMMITTEE

The Committee shall consist of the Officers together with up to 20 further members of the Association.

Committee members will be elected for three years on a rolling programme. They may stand for re-election should they be willing to accept the nomination.

POWERS OF THE COMMITTEE

The Committee shall be responsible for the general management of the Association.  The Committee has the power to appoint sub-committees for any special projects.  The sub-committee shall have executive powers only as defined by the Committee. 

Nomination for election as an Officer or Committee member of the Association may be submitted by the Committee or by any resident in preparation for the Annual General Meeting, the prior consent of the Nominee having been obtained by the Nominator.

The Committee has the power to co-opt other residents to serve on the Committee if they deem it necessary up to the maximum of 20 members.  The Committee also has the power to elect an Officer should any Officer of the Association be unable to complete his/her year of office. A co-opted Committee member or Officer shall serve until the next Annual General Meeting when they must be confirmed should they wish to continue on the Committee/as an Officer.

GENERAL MEETING

 The Annual General Meeting of the Association shall be held at a time and place to be fixed by the Committee.  14 days notice, in writing, will be given. The Annual Report, Statement of Accounts and Balance Sheets shall be presented at this meeting.  The election of Officers and Members of the Committee shall take place at this meeting.

 

8.

SPECIAL GENERAL MEETINGS

In addition to the Annual General Meeting additional Special General Meetings of the Association may be held following written request to the Secretary, of no fewer than 15 members of the Membership at any time, with at least 14 days notice.

 

9.

NOTICES OF MEETINGS

Notice in writing of meetings will be given in the Association’s newsletter.

 

10.

NOTICES OF MOTION

Notice in writing of intended motions affecting matters of policy, with name and address of mover and seconder, must be received by the Secretary 21 days before any Annual General Meeting.

 

11.

QUORUM

At all Committee Meetings 5 members shall form a quorum.  At all General Meetings 25 members shall form a quorum.

 

12.

ALTERATION OF RULES

Alteration of these rules shall be made only at an Annual General Meeting or at a Special General Meeting.  Written notice of any proposed alteration must be in the hand of the Secretary at least 14 days before the date of the meeting.
